Research Statistics & Information Management

The directorate conducts, commissions and coordinates research essential for the realization of the object of the Ministry. The Research, Statistics and Information Management(RSIM) directorate is also responsible for the compilation, storage and communication of relevant data for both internal consumption and for external use by all stakeholder groups including residents of Inner cities and Zongos as well as all local and international development partners. The broader responsibility of projecting the image and communicating activities of the Ministry to all Ghanaians and relevant stakeholder groups also falls under the purview of the RSIM directorate.

Job Purpose:

To promote the establishment of an effective and efficient research, statistics and information Management system and process to support the development of evidence based strategic policy direction for the Ministry and the Sector.

Duties & Responsibilities

  • Coordinate the generation of research information to support policy formation, policy review and planning in the Ministry;
  • Conduct Baseline Research in support of Planning, Monitoring and evaluation of programmes and Projects of the Ministry;
  • Identifies, collates and analyses all research findings and studies on Inner-City and Zongo Development and issues appropriate research reports to ensure that the strategic policy direction of the sector is evidence based;
  • Provide up to date research information on the status of economic and social development of Inner-City and Zongo communities;
  • Conduct specific research on topical issues related to inner city and Zongo communities;
  • Maintain and information repository for decision making;
  • Develop the use of information and Communication Technology to improve efficiency in the Management of the Ministry;
  • Commission and conduct research, compile and analyse data for the Ministry;
  • Produce Research base briefing to the Ministry;
  • Facilitates the dissemination and sharing of statistical information with sector key holders and the general public;
  • Improves ICT infrastructure, access to data and archiving of information;

The core functions of the directorate are:

  • To commission, conduct and coordinate relevant research and studies essential for the effective performance of the Ministry;
  • Provide up to date information on Inner-cities and Zongo communities in Ghana;
  • Serve as the custodial unit for all relevant information on the state of Ghana’s Inner-cities and Zongo communities;
  • Disseminate relevant policy related information to other units of the Ministry as well as external stakeholder groups and citizens;
  • Initiate and maintain the information and communication networks of the Ministry as well as develops and integrates new technologies and relevant security protocols for efficient performance of the Ministry.

The directorate is composed of three core units:

  • Research and Statistics Unit: Conducts research essential for informing the activities of the Ministry as well as studies essential for supporting communication and policy making. The unit is also responsible for processing and development of the needed statistical data necessary for policy making and implementation.
  • Communication Unit: This unit is responsible for both internal and external communication in the Ministry and with stakeholder groups respectively. The unit is responsible for monitoring and reporting on communication flow as well as responding to communication issues with all stakeholder groups. It’s the mouthpiece of the Ministry and also acts as the feedback loop for communicating and addressing Inner-city and Zongo residents’ concerns
  • Information Technology Management Unit: This unit is responsible for initiating and maintaining information technology network and infrastructure plans, policies and ICT strategy for the Ministry. The unit is also responsible for ICT capacity building in the Ministry as well as the development of relevant policy documents and policies for effective performance of the Ministry.

Finance and Administration Directorate

The Finance and Administration Directorate is in charge of the day-to-day administration of the Ministry.

Units of the Directorate

The Directorate has six (6) functional areas, namely Procurement, Stores, Estate, Transport, Personnel, Registry and Client Service Unit.

Responsibilities of the Directorate

The F&A provides administrative, managerial, secretarial, logistic and maintenance services to ensure the attainment of organizational goals.

The Directorate is the focal point for harmonizing functions /activities of the Ministry for the advancement of the goals and objectives of the Ministry by performing the following functions under the supervision of the Chief Director:

  • Offer effective administrative support to enable the Chief Director meet his/her obligations towards his Performance Contract Agreement with the Office of the Head of Civil Service.
  • Coordinate the preparation of speeches for the Honourable Minister and the Chief Director
  • Support the Chief Director in handling correspondences relating to major issues between the Hon. Minister and High Commissioners, Ambassadors, International Organisations etc;
  • Per the directive of the Chief Director, undertake an administrative role in the organisation of donors’ conferences, sod-cutting ceremonies for commencement of projects and inauguration of completed projects;
  • Supervise and manage the Ministry’s vehicles and office equipment;
  • Ensure an effective record management system for the Ministry;
  • Schedule and compile quarterly, annual and special reports for the Ministry and its Agencies;
  • Ensure prompt and quality delivery of services to the general public and the private sector;
  • Manage the personnel of the MICZD, including their data (i.e. recruitment, promotion, training, leave, staff appraisal, welfare, salary payments etc );
  • Manage general services of the MICZD e.g. Security, Estate, Store, and Transport and general cleanliness;
  • Maintain an assets register for the MICZD;
  • Facilitate the procurement of works, goods, and services for the Ministry;
  • Establish and maintain a well-functioning records management system for the MICZD
  • Liaise with other directorates to produce the MICZD Annual Report.
  • Facilitates Management Meetings and Staff Durbars
  • Facilitates activities pertaining to procurement planning, purchasing, contract management, and monitoring.
